Partial currently:

The cipher could be decoded by phone keypad(e.g. 777 -> R, 9999 -> Z), and the prologue sentence is remove all spaces and replace the numbers with digits to proceed.

For the latter cipher, I found several numbers written in English in order, translate to numeric: 5322525246.

Still working on this number string.
