we initially thought the last 4 number related to "BLUE"(core character in story) we then replaced those number with corresponding letters and tried to fill in the rest. yielding

"the one will come to reunite thote whot towt were broken bn -e-tht ttin- " blue .

which we "fixed" a few words to get

"the one will come to reunite those whose soul were broken by knight's sting"

which had meaning in our game, but the GM said it was wrong. He lightly mentioned the word "Unknown" but it might just be a red herring. Would appreciate any help we could get to solve this.

    $\begingroup$ If this is a simple substitution cipher, which at least looks likely, then it seems like there are enough errors or inconsistencies in the supplied numbers that we'd just be guessing at an answer along with you. 9,10,13,1 is almost definitely BLUE (even without making that initial assumption, the other numbers' patterns and frequency distribution pretty quickly confines those numbers to those letters anyway). But something seems to be wrong with the final "04,01,07,21,14,21:21,21,11,03,20" (and the second 21 in "21,14,15,21,01" is almost certainly wrong also).
