Could I have some help with the following cipher; I have very little idea about how to start it. It's obviously a transposition cipher of some kind but I can't seem to find the key or figure out how to decode it manually. I suspected it was a substitution within the transposition but don't know how to progress with this. Any help would be greatly appreciated.

What substitution did you expect within the cipher? With my basic knowledge, it is possible that it does not have a specific key. Try arranging the first row of blocks into columns and switch them around until a word forms. It is manually lengthy but like you said, if there is a form a substitution encryption involve, that would greatly help the process. Let me know if there is one and I'll get back to you ASAP.
