Answer to the question in the title:

Layback sound mixing is the process of syncing a finished audio track (composed of music, effects, dialog, commentary, and any other tracks) to the video. A layback sound mixer is one who finishes this process and verifies that the sound stays in sync throughout the duration of the movie.
