I think the word is:

HOOD.

The connections are:

  1. Hoodie – Hood + IE, Internet Explorer, that is

  2. Neighbourhood – Flanders is the Simpsons' neighbour.

As for the title:

A hood (a gangster or rough person) might be a toughie.
