It feels like there should be a simple algorithm: place the 1 on the end, the 2 on the other end, the 3 next to the 1, the 4 next to the 2, ... It's not quite that simple, but trying at least some steps seems natural. The more interesting thing is that the inner 4 is in the same position in all the valid solutions - although that really does feel like just coincidence.
