ifIf the lighter and heavier ball add to the same weight of any other pair of balls, then the worst case scenario is that you need 11 weights to find them.

ThatsThat's because there is always the chance that your division is gonna have both balls in the same group together, giving you an equal weight as the other groups... so you can keep comparing smaller and smaller groups but the worst case will always be that the 2 balls are still in the same group... you won't find out until you weightweigh 11 times.
