Oct 12, 2017 at 22:40 comment added R.M. I don't think the arrangement you give works (assuming I'm interpreting it correctly). The exit is in the top-left corner (1,1). The cars at (1,2) and (2,1) are blocking any of the other cars from accessing the exit. (As cars cannot move diagonally.)
