I think you are right that a macro like \D3 to produce 3 stars (somehow) is a key component. Can you get that to work in isolation? I also think you are on the right track to do 10 copies of the 12 part. I don't think you want to reverse the order, however (though the looping structure of \R is certainly useful, here). For efficiency, you might think about producing the stars for the 12 part first, and then duplicate that 10 times, rather than doing all the work for 12 ten separate times.
