Apr 6, 2015 at 22:42 comment added Alconja @JoeZ. - I didn't explicitly account for that (as evidenced by the issues with my 2nd hint), however, 8333 => 112 would definitely be the answer due to the nature of the algorithm (see follow up comments on your answer).
Apr 6, 2015 at 10:02 comment added user88 How do you account for digit carry, like in 3333? Would 8333 return 22 or 112?
Apr 5, 2015 at 22:38 comment added Alconja ...although embarrassingly I've just realised that hint falls down with certain values... (which you would see even with the systems proposed in this answer/comments, e.g. 1111111111)
Apr 5, 2015 at 21:49 comment added Alconja @EngineerToast - did your solution account for 19?
Apr 5, 2015 at 21:48 comment added Alconja @Kay - 95 => 111, 91 => 111. Like I said to Jonathan, you're very close, but the solution is simpler... Take another look at my second hint.
Apr 5, 2015 at 10:38 comment added Kai 95 => 111, 91 => 12 correct?
Apr 5, 2015 at 10:20 comment added Kai If we expand "and the result is how many numerals in a row begin with a '5' or '1'" with "and next arabic number is smaller", we can cover 19. 19 => 21 (XIX \ 10,1,10). So first two roman chars are sequence, third starts new sequence.
Apr 3, 2015 at 21:32 comment added Alconja So close. But as you note it falls down on 19... the solution is actually slightly simpler than what you're doing.
Apr 3, 2015 at 15:20 comment added Engineer Toast I was tempted to post my own with a better explanation but Jonathon figured it out first and deserves the points.

Apr 3, 2015 at 14:49 comment added leoll2 "how many numerals in a row begin with a '5' or '1' " isn't very clear, I don't understand its meaning. I don't understand how you got 122 from XLVII, please add more details :-)
